DR. HEATHER DUNCAN

Dr. Heather Duncan is an accomplished educational leader with over 15 years of experience in higher education, serving in numerous roles including Associate Dean, Director of Teacher Education and Clinical Experience, and Exceptional Student Education faculty member. Dr. Duncan currently serves as the Dean of the College of Education at St. Petersburg College in Florida, where she plays a pivotal role in managing various functions, including faculty affairs, student success, and curriculum development. Her leadership extends to college assessment and accreditation, showcasing a commitment to maintaining high educational standards.


Dr. Duncan’s career began in the classroom, where she worked as a K-6 special education teacher. During her time in the classroom, Dr. Duncan applied UDL principles to support access for all students. As a teacher leader, she provided professional development to colleagues focused on curriculum accessibility, accommodations and modifications, including visual supports, and other high impact practices. 


Dr. Duncan holds a Bachelor’s degree in Elementary Education and a Master’s degree in Special Education, both from the University of Florida. After completing her Ph.D. in Curriculum and Instruction: Exceptional Student Education at the University of South Florida, she accepted a faculty position in California where she developed an Autism endorsement and Exceptional Student Education program, which she later coordinated. 


Dr. Duncan’s contributions to the field are further exemplified by her involvement in significant grants, including the Pathways to Career Opportunities Grant designed to support the teacher apprenticeship pathway in the state of Florida, as well as Innovation grants aimed at enhancing student retention and success. 


With a passion for creating innovative educational programs and a strong commitment to student success, Dr. Duncan aims to influence the field of education positively, ensuring that all students receive the quality education they deserve.
