Merridith L. Murray serves as Lead Inspector and Project Manager for the CCSSO Teacher Preparation/High-Quality Instructional Materials (HQIM) Initiative at TPI-US. In this capacity, she partners with TPI-US team members to plan and implement onsite reviews with educator preparation programs in states participating in this initiative, providing comprehensive support across all aspects of TPI-US's scope of work with the Council of Chief State School Officers (CCSSO). 


Merridith brings over 25 years of experience as an educator, with extensive expertise in technology integration, special education, and virtual learning environments. Her professional background includes significant leadership roles at Pennsylvania's largest cyber charter schools, where she developed innovative approaches to inclusive education and administrator development. As Director of Special Education, she worked closely with state entities and teams of teachers to refine a virtual classroom model of inclusion for students with special needs in grades 6-12, conducting professional development for teams of teachers and administrators on the implementation of Individualized Education Programs (IEPs) and effective lesson planning. Her expertise encompasses virtual and blended learning environments, special education program development, instructional coaching, and educational technology integration. 


She has extensive experience in curriculum development and implementation, having created technology courses and plans of studies for elementary students and developed non-fiction writing programs that contributed to increased test scores and adequate yearly progress. She has been instrumental in implementing school-wide initiatives and reforms, including Partnership Zone schools, Effective Instructional Delivery, and Science, Technology, Engineering, and Mathematics (STEM) models of education. 


Previously, Merridith served in various leadership capacities, including Principal and Director of Student Services in the Christina School District in Wilmington, Delaware, where she worked directly with state officials on achievement-focused initiatives. She has also contributed to educator preparation through her role as Instructional Coach for the University of Pittsburgh's PittEnrich tutoring program, which focuses on developing early literacy skills for students in grades K-4 and provides early field experiences for pre-service teachers. As Director of Education for Gwen's Girls, a non-profit organization in Pittsburgh, Pennsylvania, she developed virtual tutoring programs, educational pathways, and STEAM-enhanced curricula to support program participants in grades 3-12. 


Merridith graduated from Howard University and received her Master's Degree from the University of Pittsburgh. As an inspector of teacher preparation programs, she has brought specialized expertise to TPI-US's review and evaluation processes.
